Rui Gomes da Silva, graduated from the Faculty of Law of the University of Lisbon in 1981, is the founder and Senior Partner of LEGALWORKS - GOMES DA SILVA and has been practicing law since then.
He had a long standing involvement in political life, having served as Minister for Parliamentary Affairs and as Minister Near the Prime Minister (2004–2005), Member of the Portuguese Parliament (1987–2009), Head of the Portuguese Delegation to the NATO Parliamentary Assembly (2002–2004), Member of the Superior Council of the Portuguese General Attorney (1993–1999) and Vice-President of the Social Democratic Party (PPD/PSD, 2007–2008).
Since May 2026, is Member of the High Judicial Council of Portugal.
He attended the National Defence Course (1987) and the GLS at Georgetown University, Washington D.C., USA (2001).
In sports area, he served as Vice-President of Sport Lisboa e Benfica (2009–2016), Director of Benfica Futebol SAD (2009–2012), and Chairman of the Disciplinary Board of the Portuguese Equestrian Federation (2019–2020).
Since October 2025, he is President of the Board of Directors of the Arab Portuguese Chamber of Commerce and Industry (CCIAP).
He is co-author, with Miguel Medina Silva, of “Teoria Geral do Direito Civil – Noções Elementares” (Âncora Editora, May 2010), as well “Sou do Benfica e isso me envaidece” (Alêtheia Editores, December 2016) and “Não tenham medo da mudança” (Lisbon International Press, November 2023).
